Everyone was trying to cock block everyone, Britain had treaties to try and scare of Germany from growing and at other times countries had treaties to try and stop Britain from growing.

For the most part Britain didn't expand into Europe and just went around the world enforcing their rule on natives so they could have a trade empire.

Also an offensive war on Germany is a whole lot easier than an offensive war on Britain when Britain is on their own Island with the best navy in the world, so it makes stopping one of the two a lot more likely
