The Celts kind of are underrated though, after the 390 BC sack of Rome, which the Romans survived basically by a miracle, they put in place special religious laws for whenever they were in conflict with the Gauls. A lot of Caesar's prestige came from conquering so completely Rome's most ancient enemy.

Really I think they fell behind because the Romans had more access to the Mediterranean and accompanying cultural advancements than they did.
