"White" is just a meme today neans whatever anyone wants it to, and Romans were ethnically diverse anyway.

What do you mean by "Romans" in your question? Roman authority extended over three continents at its greatest extent. Settled, urban populations generally don't change much once they're established so the areas that the Romans ruled over that are considered white in modernity could probably be considered white in antiquity.
