One thing to consider is that Google indexes images by the way they are identified on the websites they appear on, either by information attached to the image, or by surrounding text. In this particular case the vast majority of top ranked results come from just two locations (my highlighting):
a category on pinterest.com titled "People of Colour in European Art History"
medievalpoc.tumblr.com, a website titled "People of Colour in European Art History"
As you can see, the website titles contain all of your search terms, and are hence the most relevant results. Google and Bing appear to have done exactly what they should: returned results which exactly satisfy your search!
