Tokugawa was a vassal to Hideyoshi pretty much in name only. Hideyoshi gave up his own mother as a hostage to Tokugawa to end the little spat they had.
Hideyoshi was kind of an idiot for running around doing all the dumb shit he did in his last years, invading Korea and the like, and just leaving Tokugawa to his own devices.
