It's a made up conspiracy by the Vietnamese folk to garner sympathy for themselves. The millions never died, the death toll was about 2,000. The 2,000 was because of the "Agent Orange", which was used as a fertilizer to help grow food in Vietnam. Some folk accidentally inhaled the thing and died.
