Serbia was thought to be a South Slavic Prussia (or Piedmont-Sardinia, if you will) from the start - the country that would unite the South Slavs under one ruler. The Panslavic goal was to bring the nations together, just like the various German groups merged into the German nation. But Slovenes wanted o be left alone to speak their own language and Croats had their own nationalist aspirations so the first Yugoslav experiment failed.
The horrors of WW2 made this impossible due to resentment between the Serbs and the Croats (+Slovenes who demanded more autonomy and democratisation and were in this regard an obstacle) but most importantly, Yugoslavia was a federation at this point. Seeing themselves as victims of a conspiracy, the Serbs turned to nationalism which in some cases went extreme.
