Memery aside, he could have had something to do with it. Delta was involved with the Search bloc in some capacity, although to what extent has never been revealed publicly. Apparently, Vining was active in Haiti around the time of the Escobar situation, but it's unlikely he would have been stationed there for the duration of Uphold Democracy, and it's close enough to Colombia. At that point, he also could have been one of the most experience people in Delta.There's really no reason to think he actually was involved in the operation, but it's impossible to know, since most of Delta's activity is classified, and it's not out of the realm of possibility.
