Because ultimately he can.

The Cuck Republic that 1911 Republic was literally won its revolution by convincing the other side- the Beiyang Army, Imperial China's modern armed force- to turn its guns on the EMperor. In exchange for this, Yuan Shikai gets to be first Chinese President.

What this did though is it placed the nascent Chinese Republic completely in the hands of the Military, who wasted no time establishing a de Facto junta.

To be fair, however it wasnt that Yuan Shikai fucked up: it's more like nobody as powerful as he was was there to replace him once he died, and so the generals went full Warlord and divided the republic.
