They lacked the manpower and political unity required for such undertakings. At this point, power was very decentralized, even for Byzantine standards.

The forth Crusade marked the fall of the Empire as a whole where there was no more allies and no more power left. what held the Empire together was its own title and capital which we know eventually fell.
