Tho he was quite a Marxist (which was common in his days), he observed something quite interesting: there was never a plan for Brazil, it is, there was never a project of a nation.
Brazil was for a long time, in his words, a "criatório de gente", which roughly translated as "a breeding ground of people". During the days of the Portuguese colonization, Brazil wasn't much more than an exploitation colony, things started to change when Napoleon forced the Portuguese crown to come to Brazil, but even then wasn't a project for Portugal to coordinate and create a land of free people, to govern themselves, indigenous, blacks and mulatos were not Portuguese citizens, and they were majority of the population then!

Even when Brazil achieved its independence, there was never a project, and this is self-evident when we look at our late industrialization (even when we had everything to invest in new machinery).

A famous Brazilian expression is "mamar nas tetas do governo", which can be roughly translated as "being nursed by the government's tits" this is how we describe our politicians and public servants, not different than the actions of our previous explorers.
