Easily Nicholas II. Louis was an incompetent pussy but despite being a miserable wreck his whole life he was still able to recognize that his country had serious problems and took serious measures to try and solve them. Nicholas just had people killed and created and dissolved Dumas over and over again until the country collapsed.

Tsarina was a neurotic hag. Marie was a real human bean who took advantage of the opportunities provided by her station to entertain herself while she was neglected by her miserable husband. Once she had children she actually shaped up into a committed mother and queen.
