The Ming did it first in order to crush the Yuan dynasty and secure China from mong attack, then the Qing made it permanent reality following the bloody Dzungar War. But then the collapsing Qing meant the Mongols can break off and maintain their independence by sucking foreign power cock (namely: Russian Empire/USSR)

Even then the mass of the mongols live in China and the most useful of Mongol lands- Inner Mongolia- is Chinese territory.
