Had been a Russian idea since Muscovy's designation as 'Third Rome' by the patriarch. Later reflected in the theoretical 'Greek Plan' which would consider the partition of the Turkish Empire between the Hapsburg and Russian empires

Actually far easier now because of increased and better communication, also the Turkish people still did not have a distinct identity yet and mainly just saw themselves as Muslims, subjects of the sultan

Even before the war Russia was pressuring Turkey over Armenia. My guess is Russia would have absorbed this all if the war had gone differently.
