one must bear in mind , at the time he burnt Mt Hiei , the fanatical armies he fought were manipulated by power hungry Buddhist leaders (who were no different from other daimyos, in fact probably worse because they hid their true motives to their followers ) , and at that time he burnt Mt Hiei (1571) Nobunaga was surrounded by hostile factions allied against him and looking to completely crush him , he was actually in a precarious position , and had to somehow show his strength to avoid a general rebellion in Kyoto .
Later on he had to fight them (Kennyo's warrior monks ) for 10 years and lost thousands and thousands of men , proposed them many agreements which were not honoured and later on when Nobunaga was almost Japan 's ruler , they were sill a threat to peace and stability , because aside from being allied to clans hostile to Oda , they could attract thousands of armed men to fight for their cause with a level of fanaticism and readiness to die whilst taking in death with them as many as possible , which greatly impressed Oda generals and affected the morale of Oda's soldiers . Also they were no poor and could count on donations and " free upkeep" religious soldiers which wasn't the case for Oda . Also had Oda not crushed them , they'd have been a long term menace on Nobunaga's rule , once he burnt MT Hiei on a sort of whim (which he probably regretted later on ) , then he was stuck to "finish the job" , he had to completely wipe them out at that point because it was clear that as long as they stood strong , they would be a long term menace for him and especially his successors and son , and not just a political threat , but a religious one which is much more dangerous on the long term
