To Modern Chinese state thinking China = old Qing borders. When the Qing Dynasty fell and the Faggot Republic took its place, the weak government led to China fragmenting into warlordism. Meanwhile Mongolians accepted Russian Imperial (later on Soviet) hegemony, and Tibet took the opportunity to declare itself independent (with Brit help).
Needless to say the Chinese weren't pleased at all with the breakup of their country, and so swore to reunify everything someday. Both the Nationalists/KMT and the CCP swore to carry on that task, which the CCP pretty much accomplished following their victory in the Civil War and the recapture of Tibet in the 50s.
It is also ironic that for much of the public outcry in the west about Tibet: none of the western powers (save perhaps Britain), recognized Tibet as an independent state during the Republican period. Only Mongolia (Mutual Recognition Treaty) and later on India (1947 Agreement) ever did. As far as the west was concerned Tibet and the Dalai Lama were just one of the many warlords taking advantage of the Chaos in China. Only when China became a communist stronghold did the west cared about Tibet.
