The problem is that you're trying to close Pandora's box after it's been opened. Even if for some confounded reason all nuclear powers decided to eliminate their nuclear warheads, the technology still exists. Before long, there'd be a country (let's call it North Korea) that would find itself spooked by the military might of their neighbors and they'd think "golly gee, if only I had a way of evening the playing field". The answer is nukes. They don't even need rockets. Plant a couple of the bad boys in your border cities, and the moment foreign powers invade, you send them all flying. In essence, you could go and ban the nukes to your hearts content, but know that the fear of a potential nuclear attack will be no less averted as it was before.

Same guy. As an afterthought, before you say "so it could only be used for defense then" think that nowadays suicide bombers are a thing. If you can convince a person to run over people with a truck and go out in a blaze of glory, you can convince him to bring down an entire city from the flip of a switch.
