If you are a member of the superwealthy elite, then perhaps the late Victorian area. You lived a carefree life and you took part in decision making that literally concerned the entire world. On the other hand, even elites weren't immune from dying from some disease that is easily treatable today.
If you are to be from the middle class or a poor pleb, this very time is the best time to live. Despite all problems, all your basic needs are covered. You aren't hungry, have access to health care and clean water.
