Except the Greeks, the Turks really respected the Greeks and Constantinople itself.

Ottomans went from being a strong state to being a weak one. They couldn't rule the provinces, couldn't collect enough taxes, and couldn't control whatever army they had. You can buy as much Western weapons as you like and protect the shit out of your home industry if you have the means, this is easy. Building a strong state however is hard, and Western imperialists will try to screw you up at every opportunity.

They did see their subjects as complete shit though. The quality of life was terrible and the only thing the Ottomans got from their territories was taxes and slave soldiers, giving nothing in return. At least Britain tried to build hospitals and shit.
