No. Africans were isolated for hundreds of years and made incredibly tiny advancements compared to Europe, Asia, and even South America. It's ludicrous to assume that this trend would change. Europe would be as advanced as it is today, but Africa would be even less technologically apt than they are currently without European intervention. Doesn't mean European intervention was benevolent tho.

Any number of things could happen. In our world Africa's troubles are due to instability and war so that would be the crux of it.

It is possible some Empire might form encompassing South Africa and regions to the north, making use of grain producing regions in the south. If it is stable it might industrialize and contribute to science, though I can't see how it would have much of an advantage compared to other industrialized regions like Europe, North America and East Asia to the point they can colonize another world within a human lifespan.

Industrialization was a completely European derived endeavor. Without contact in Europe at best Sub-Saharan Africa can hope to be Aztec levels of technology by 2017.
