You could just as easily say that Persians looked like Eastern Romans.

I don't know an awful lot about Eastern Rome suspect it might be a similar case to the late western army, where people accuse late Roman soldiers of "looking like Germans", when in fact it was the Germans copying Roman fashions and not the other way round.

the Romans are known for utilizing foreign military technologies, those guys are in Lamellar armor because Eastern Armies be it Sassanids or later Seljuks wore that sort of heavy scale armor because you have a history of heavy cavalry units in that part of the world all the way back to the bactrians that fought Alexander. Cataphracts hammering roman lines were dangerous because Romans did not have much to counter superior cavalry and these heavy cavs were used honestly as the ancient equivalent of modern armored divisions. Romans adapted to this and basically began emulating alot of persian war technologies. Also maybe the chain mail and scales gave enough ventilation to troops spending many centuries in the middle eastern heat.
