Yes, he could have. But I can't think of an emperor who adopted a son for the purpose of freezing out a biological son.
Maybe Claudius, depending on what you think his motives were -- my view is he accepted the likelihood that Nero would supplant Britannicus as a necessary risk to keep the dynasty going -- he needed to shore up his support after the Messalina affair, which meant bringing Augustus's descendants into the inner circle of the family, or it was too likely that Claudius or Britannicus would be ousted anyway .
