The only thing Carthage was is a disgrace. If you wanted to have a sea power from antiquity use Rhodes or Athens instead.

Rome still had a monopoly on sea power from Oresund to the southernmost coasts of Morocco, all Mediterranean (also some Red Sea and Persian Gulf at times) included. They definitely ruled the waves even if it wasn't their focus.
Byzantium had a spotty record with lots of ups and downs, but eh it probably still counts considering there weren't other real organized navies at the times, just raiders.
