I think it can both ways.
Religion, all religion is an attempt to define optimal performance and truth. But society, throughout history, seems to be more of a representation of the desires or "flesh." So I mean I can see how a society, just like an individual, can be so disgusted with itself that it eventually attempts to search out truth for optimization which is cohesive with morality, which is exactly what religion attempts to define and bring structure to.
In the Bible it points out that you can have "worthless religion", which points out that religion itself is a single word with a broad ability to be applied. That's basically saying that religion can be corrupted. Only reason why it would ever be corrupted if it was influenced by flawed traits that come from an outside source of behavior or motives. Which could be social foundations in place.
So yeah, I think it can go both ways.
