Hitler's public speaking ability is pretty well-known. He was incredibly passionate, an expert at manipulating emotions, and knew how to grab an audience's attention by the balls.
Stalin's public speaking ability is less known, but in my opinion just as good.
Instead of the emotional hysterics of Hitler, Stalin's speech exudes calmness of mind, unbendable will, and ice-cool logic, as well as bravery (the Germans were just a few km away from Moscow when he gave the speech).

I'd say Hitler, Stalin just reads from his notes and generally isn't that interesting. Maybe his inflections would be more interesting if I spoke Russian.

Hitler. Stalin clearly didn't have his heart in it and was not a Caesar who stirred the hearts of his people, more of a Diocletian that kept a clinical distance from his subjects

Stalin looks just like any other statesman, and is generally not very impressive aside from keeping his calm in that 1941 speech.
Hitler, meanwhile, is emotional and uses powerful body language, but at the same time stays in control of himself. Much more impressive.
Speeches with lots of hand waving and inflections personally put me off.
I'm a socialist but I would without resistance concede that Hitler's charisma is out of this world. Stalin doesn't really compare.

Nothing smart about it. To me, it looks autistic and cringe-worthy.

Stop.

Stalin had great inter-personal charisma, according to everyone who met him.
H.G. Wells:
>“I have never met a man more candid, fair and honest, and to these qualities it is, and to nothing occult and sinister, that he owes his tremendous undisputed ascendency in Russia. I had thought before I saw him that he might be where he was because men were afraid of him, but I realize that he owes his position to the fact that no one is afraid of him and everybody trusts him.”
Churchill:
>It was an experience of great interest to me to meet Premier Stalin … It is very fortunate for Russia in her agony to have this great rugged war chief at her head. He is a man of massive outstanding personality, suited to the sombre and stormy times in which his life has been cast; a man of inexhaustible courage and will-power and a man direct and even blunt in speech, which, having been brought up in the House of Commons, I do not mind at all, especially when I have something to say of my own. Above all, he is a man with that saving sense of humour which is of high importance to all men and all nations, but particularly to great men and great nations. Stalin also left upon me the impression of a deep, cool wisdom and a complete absence of illusions of any kind. I believe I made him feel that we were good and faithful comrades in this war – but that, after all, is a matter which deeds not words will prove.

Russian here. Stalin was a shit speaker and he knew it, so he tried not to give speeches if possible.
He has a strong accent and his intonations are bleak, no artistry at all.
Stalin's voice is way too high, you can tell he has severe manletism
