They dragged their feet on HIV testing in general, but failure to implement screening of donated blood was the worst of it. It also didn't help that the USSR regularly harvested blood from cadavers for their blood banks, and many cash strapped Warsaw Pact medical systems continued to use old "reusable" syringes and other gear which led to even more pathogens.
