While its tragic that thousands of civilians were killed in Dresden, they were the ones that chimped out first. Did the Germans feel the same amount of pity or remorse for those in Warsaw, Rotterdam, Leningrad and Stalingrad?

By todays standards yes he would be considered a war criminal but back in WWII, the rules of warfare when it came to the context of strategic bombing, those rules were different and it was a total war as well.

This way the civilians have a chance to survive, either through fleeing when the air raid sirens come on or taking shelter.

When you line them up and shoot/gas them, that gives them no chance.

With the Allied bombing campaigns, you can reasonably argue that the intent wasn't to kill civilians (as when Allied soldiers arrived they didn't start killing German civilians) but to damage the enemy war effort, the same with German air campaigns I suppose but their overall war strategy/state policy was to kill unarmed civilians on a large scale on purpose.
