There were different scales of activity. A private affair involving the family or a clan of some kind, the offerings would obviously be provided from the food they're feasting from. However, a large-scale festivity sponsored by the state and/or wealthy individuals would be footed at their expense. It was a way of establishing trust between the upper and lower elements of society.
