I took AP psych in 2007, so I can verify for a fact it was taught in high schools ten years ago. Plasticity has been around for decades, they've got plenty of case studies of children who had full lobectomies who went on to live relatively healthy lives.

That the neurogenesis was largely ignored is due to the fact that if you look at the net rate of neuron decay, of course a small rate of genesis is going to be drowned out, since the net is negative. It's the obvious conclusion from any preliminary study and there is literally nothing more to it than that.
