Governments don't sell anything for profit. Gangs operate themselves mostly off of their own profits from selling their own goods.

Ridiculous argument. All of the best land on the planet has been taken over by powerful governments. All the "less governed" land is either unsuitable for civilization or it's being exploited by existing outside forces.
The rhetorical question you should use is "Why are all the areas with weak governmental systems the least developed?"

When you aren't the taxes collected under threat of violence are used for public works and reasonably efficient government.

Furthermore there's a debatable issue regarding the government beung beholden to the people to sone extent where a mafia is concerned solely with itself in all cases.

Well a government is explicit concerned with the welfare of its location. If its not, then it's called "corrupt". A gang exists in a location and is trying to be successful in spite of the wellness of their location.
