It depends on context, do you define fascism based on similarity to Mussolini's system, or on a more generalized sense of the term that can even include Japanese WW2 era militarists, like HOI4 does.

well italian fascism is a very specific ideology, but i suppose we can call fascist practically any kind of authoritarian, nationalist ideology, at this point the term ha gained a larger use since the time it was created.
