It kinda makes me wonder why there were so few attempts to conquer Germania, they suffered one major defeat and then decided to never venture beyond the rhine ever again. It took multiple invasions and decades of political maneuvering between rival native tribes to conquer England. Why was there no gradual expansion, setting up client kingdoms, just taking a small piece every few years in Germania?

Roman expansion depended to a large degree on "conquered" states preferring Roman rule over local rule, which wasn't the case in modern day Germany.

Germania had comparatively little resources to Gaul (with the exception of stinking, half-naked barbarians), was covered in dense forest meaning more cost involved clearing it.
Ultimately, it just wasn't worth it.

Probably not, because of the stirrup and steel. Holy Romans would have better armoured troops and much stronger cavalry. Also, a well trained pike square would defeat a legion (in good terrain).
