They reinvested all of their profits into their colonies. This hit them hard when they lost the Spanish Netherlands during the war of succession and their American colonies during the peninsula war. Iberia was still pretty underdeveloped and full of stupid peasants. The King of Spain was a global monarchy so don't confuse it with the modern concept of Spain.

Lack of densely populated manufacturing centers, they didn't have the means to keep up with the latest military hardware and produce enough to secure their vast empire. Political instability then nixed any chance they had of at least making a token effort.
