a lack of executive power in an empire that had grown so large it was absolutely insane to govern it through a glorified city council that was designed when the italian peninsula seemed like a vast amount of land.
It didn't help that he was constantly fucked with by the Senate and displayed an immense amount ambition, especially towards power.
