Yes. Pastoral nomads are basically cowboys who bring their families and property with them and have existed for millenia. The Mongol Empire was the cowboy Kingdom

Cowboy used to be an insult which basically meant rustler/cattle thief. Look up the Clanton gang that Wyatt Earp went against.
Horse riders who herded cattle and horses for grazing have existed ever since we domesticated the horse.
The "modern cowboy" is simply that in an american context. Most of them had guns or could easily access guns but to use one would be a very very rare occasion. Certainly not for gunning down people at the local saloon.
