No. While Caesar did break Gaul's back with his campaigns, the place was still considerably populated. Period estimates range at about 1m dead and 1m enslaved, which while not exactly tame, it's not that extraordinary either. The reason it was really that extraordinary was due to the gallic wars being essentially a private endeavour from a mostly self-financed provincial governor. A small fragment of Rome's power (although led by a military/political genius like Caesar) curbstomped the whole entirety of celtic civilization through a mixture of political subterfuge and sheer battle prowess.

It's not a meme tho, Gaul was fairly intensively colonized through veteran settlements. True, after the social war most veterans would have been italics in general rather than latins specifically, but as they were all roman citizens what's wrong with calling them roman settlers?
