The reason the Soviet Union fell apart is because its Soviet Republics are much newer incorporation than US states. Secondly, most of them were ethnostates that made it easier to separate from the "Soviet Union".
The American Civil War was 130 earlier in 1991, The Baltics were only re-incorporated into the USSR in 1945. There are still people alive in 1991 who can remember their period of sovereignty.
The Cold War must have ended really really fucking poorly for the US if "balkanization" is even considered. Like, "lost the ground war in Europe, then got embargoed by literally the rest of the world, including Mexico and Canada" poorly.
Lastly, a big reason why some of the Republics left is that Moscow was treating them like shit and carried out "Russification" programs. The US federal government never tried anything like that, and in any case, the cultural differences between Americans in different states is not all that big. People move between US states all the time, not the case in the USSR.
