Because like during the hundread years war, and later WW2, the french elites have that habit to try to sell the country to a foreign power. France is, in the end, always saved by some people who fight against this kind of attitude. Jeanne d'Arc, Henri IV and de Gaulle are very similar in the end.

You have to understand what a Cardinal is....when a young nobleman came of age he usually inherited his fathers lands and title...unless he wasn't a first-born...instead, many would become military men, priests, bishops, advisors, scholars, and polymaths. Richileu essentially was not only a Bishop, but a nobleman trying to make a name for himself and his family....and he likely had the early education that a typical nobleman would have, and they often commanded armies and sieges or be political advisors whether they were experienced or not
