Islam can never modernize or reform because they believe the Quran to be the true word of God written through Mohammed. You cannot change the sayings or religious law of the Quran, because it is believed to be the actual word of God.
Islam can certainly adapt though. Muslims can live in any nation as long as they realize that a nations laws and religious law are separated in the West, and that religious law is for personal practice only and is not required of anyone.
