His edition of utilitarianism actually includes principles; philosophers like him, as well as Thomas Paine, are the people we have to thank for things like the concept of human rights.
Principles such as liberty being a fundamentally good thing allowed the ideal of eudaimonia to be included in Rule utilitarianism.
