He considered more republican countries as something of an anarchy. I see why he would love Peter the Great but Catherine II? Not that many reforms compared to him and the people were still piss poor. I guess he just liked dat ass.

we shouldn't forget that he lived in a time where flow of information was very limited.
He got most of his information about Russia from the letters of Catharine, he didn't actually get the chance to see the living conditions of Russian serves.
Also, in the defense onf Catherine II., one must add that her hands were tied. She was dependant on the wealthy land-owners to keep her position as tzar.
