Anyone who inherited the country would have been in a shitshow. All he did in the end was to make things worse, allow for the rise of the communists and basically create the conditions for the rule of Mao and the Communist. Did overthrowing the Qing fix anything? China would still be the victim of outside powers even with the ROC.

Yes, because Qing would be even slower with reforms, and Japan would have kicked China's ass even harder in 1939, since Japan would then be fighting a traditional Chinese monarchy, and could claim to be a continuation of the Chinese dynastic cycle to bolster it's legitimacy and reduce resistance from the Chinese population (which they tried with Puyi, to not much success).

KMT being a nominal republic also helped it gain support from the Western Allies, which was one of the most important factors in the war against Japan.

reform was accelerating in the last decade. the fact that they were building railways, reforming the army and banned the thousand year exam system was big progress. the problem was that they introduced assemblies way too fast, creating power centers that pushed against the central government and thereby weakening it to foreign intervention
