It's basically a hedgehog. A lot of small nations try to be like that. The amount of meat you get isn't worth the disproportionate (but hardly an existential threat) injuries you'd sustain to get it. As a small shithole, your goal is to make conquering you to be a pyrrhic victory so nobody bothers in the first place.
