No. The king of France was called king OF THE FRANKS, not of France, well until the modern era. Also see ancient Greeks, ancient Persians, ancient Hindus, etc., etc.
Depends how you define it. Similar to how "capitalism" was a construct from the 1700s but at the same time people argue it's existed much longer, "nationalism" is construct from the 1800s yet at the same time nationalism has existed since the earliest times of humanity depending on how you want to overlap it with tribalism.

The title of King of France is when they ruled over all French and the land that they inhabited while of King of the French is when they ruled on French but not all

Rex Francorum began to be translated as "King of France" under Philippe Augustus, it wasn't until the French Revolution that it became King of the French. Similarly, the Persians were just the King of Kings and the individual kingdoms were geographic areas
