South Africa was an anomaly.

Apartheid States have always been common, as in, some minorities have less rights than the majority of the country that is also considered the "proper" nation of that country.
For example, Jews being forced to live in ghettos for centuries, or Christian minorities in muslim countries.
Nobody cares about a murder spree against overseas Chinese in South East Asia, or about white Bolivians not being allowed in some jobs the State keeps for native Bolivians.
That is because overseas chinese in South East Asia, and White Bolivians, are both minorities that are wealthier than the majority/main ethnic groups of the countries they live in.

what is not tolerable is the opposite, an apartheid state of the wealthy minority against the poor majority like South Africa.
Even Israel who is often accused of being an apartheid State, has a Jewish majority, unlike South Africa with White South Africans.
