Should some form of democratic system be the end goal for all states?
If not, do you think any other system can ensure the long term prosperity of a states people better?

Any government trusted by its people is fine. Democracy is the least bloody way to contest control of it but holding a civil war every once in a while works too I guess.

I find that the civil war approach is a little too costly and much more likely to end with the military in power. Which usually means 10 percent(at best) of the population is the power.

Then keep revolting then. As long as you don't have foreign powers breathing down your neck, it'll work itself eventually. Sure millions will die but you'll get there.
