Nihilism is (usually) a subset of atheism. So no, there are atheists with non nihilistic values like natural rights theorists, kantian universalists, consequentialist utilitarians, aristotelian virtue ethics , liberal pragmatism etc. Nihilism is such an overused word desu. It's not the same as pessimism, atheism, postmodernism or moral relativism. Christianity and Buddhism aren't nihilistic either unless you're a retard who parrots Nietzsche without reading primary sources.

Yes it does, since it's a form of moral realism, just not morally universalist. Saying morality is relative to culture makes no sense for a nihilist who claims morals to be universally false (error theory) or simply a prescriptive statement dressed as description (noncognitivism). You lack a distinction between normative ethics and meta-ethics. Absolutism and relativism are both subsets of moral realism, differing only in scope.
