There were never any negotiations, but I don't know if there was a draft treaty drawn up by the Germans.

After the fall of France the Germans, via the Italians offered to start talks, no one seems to have any idea of what was on offer. The Tories in the British war cabinet (Halifax, and Chamberlain etc) were open to talks, Labour (Atlee etc) were neutral. The only one dead against negotiations was Churchill who tanked the whole thing by giving a speech in the house of commons and threatening to put it to vote.

Hess was a fantasist, as his flight to Britain should clearly demonstrate. He imagined himself important enough to be able to negotiate peace with Britain despite not having Hitler's permission to do so, the British took one look at him, had a jolly good laugh, locked the fruitcake up and threw away the key.

It was an act of desperation, Hess despite being Hitlers most devoted disciple (the mother and priest of the party as he was known) had grown entirely conflicted over the war with England which he believed should not have happened. Obviously he had shrank in sigificance over the years, he was not suited to the highly competitive internal party politics but he believed he could still be of use and make peace with Britain which he believed is what Hitler still really wanted. Personally I think his breakdown is partly due to his internal conflict with belief in Hitler as the messiah
