I honestly don't get why she is known as an enlightened despot. She didn't really modernize Russia in any way. If anything she made the serfs worse off. She had a really solid foreign policy, but that doesn't make her an enlightened ruler. So I would say she was a very good year, and may have personally held enlightened views, but this didn't translate into enlightened polocies.
