Hostages count as partisans so there is nothing wrong with killing them.

Depends on what is currently at stake and how you personally value the civilians. Personally I would say that civilian lives take a second fiddle to ally lives, but civilians should definitely be saved if at all possible.

If someone shoots at you, you shoot back. If civilians get hurt, it's bad, but getting yourself or your homies killed is worse.
